    SUMMARY DESCRIPTION:

    Founded in 1996, The Campaign for Tobacco Free Kids (“CTFK”) is a global non-profit organization based in Washington, D.C., U.S., and registered as an International Non-Governmental Organization (“INGO”) in Pakistan. CTFK is committed to protecting children and saving lives from the harmful impacts of tobacco use, improving health at scale through interventions aimed to reduce prevalence of non-communicable disease, preventing injuries, and increasing investments in public health to create a healthier and more equitable future for all. In Pakistan, CTFK supports locally registered NGOs to develop and deliver high-impact, evidence-based public health and safety projects. These projects work closely with stakeholders, including Ministries, to help achieve the Government’s health and safety commitments, including their commitments to international treaties, such as the WHO Framework Convention on Tobacco Control (FCTC) and National Plans to support public health and safety, including supporting food and nutrition programs and development cooperation.

    The Administration and Finance Manager (AFM) is responsible for administrative and financial management of CTFK’s Pakistan Country Office by ensuring compliance with CTFK headquarters (HQ) financial procedures and internal controls, and Government of Pakistan’s INGO policies for financial reporting, tax, audit and banking regulations. The role manages accounting, finance, facilities, procurement, banking, and all local payments. The responsibilities include managing payroll, taxation, statutory filings, and financial reporting to CTFK headquarters. AFM will coordinate all required statutory audits and support any funder audits related to CTFK Pakistan operations, as well as ensure full compliance with the local financial reporting requirements as per INGO regulations.

    This role is a full-time permanent position located in our Islamabad, Pakistan Country Office. The position reports to Country Director/Representative Pakistan, with functional secondary reporting to the Vice President of Finance at the CTFK Headquarters.

    WHAT YOU'LL ACCOMPLISH:

    • Ensure all Pakistan financial and administrative operations comply with CTFK policies and procedures and funder requirements.
    • Manage day-to-day office administration including operational support, facilities, required procurements, contracts, and partner coordination.
    • Maintain records of all office operations, government correspondence, approvals, procurement, contractual, and compliance documentation. Maintain administrative and personnel files and data in line with CTFK HQ requirements.
    • Maintain audit-ready financial documentation for CTFK country office activities, financial/budget workplan, vendor service agreements, and grant payments to local partners.
    • Coordinate the payroll process, including necessary inputs to payroll provider, ensuring timely payments for staff salaries, benefits, related withholdings and statutory remittances.
    • Prepare and coordinate all monthly disbursements related to facilities, vendors and subrecipients. Manage and ensure proper deduction, filing, remittance, and record keeping in accordance with Pakistan tax laws.
    • Ensure proper coding and bookkeeping of all transactions as per approved budget and CTFK HQ requirements. Monitor outstanding balances, commitments and payments.
    • Prepare monthly bank and other required reconciliations, manage cash needs and forecasting, and coordinate financial reporting with CTFK HQ and accounting consultants in Pakistan.
    • Generate periodic financial statements for CTFK HQ reporting, financial assessments, and statutory filing requirements.
    • Maintain timely filing of tax returns and submission of periodic financial reports as per Pakistan government regulations.
    • Liaise with local bank for all bank account activities, remittances, and relevant support documentation. Ensure local banking and foreign exchange regulations are observed as per State Bank of Pakistan guidelines.
    • Coordinate and support the statutory annual audit process. Assist with financial audits, external reporting and filing requirements, and regulatory inquiries from local agencies.
    • Collaborate with CTFK HQ, accounting consultants, external auditors, and local government agencies to ensure full compliance with all financial regulations and tax laws of Pakistan related to INGOs.
Requirements
    • Bachelor’s degree in finance, accounting or related field required. Master’s degree and/or CPA preferred.
    • 7+ years of financial or administrative management experience with INGOs/ NGOs on donor funded projects in Pakistan.
    • Experience in using accounting software, Excel, and online banking platforms.
    • Strong working knowledge of applicable Pakistan government laws, policies, tax regulations, and statutory filing requirements for INGOs.
    • Comfortable working within a small team and personally carrying out day-to-day finance, administration, and project-support tasks.
    • Working proficiency in English required.
    • Experience in coordinating or managing internal/external INGO/NGO audits in Pakistan preferred.
