  • Background

    The Merged Areas Governance Programme (MAGP), under the Democratic Governance Unit, is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. The Programme's overall objective is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis is placed on inclusive development to ensure that marginalised population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management to help prevent, mitigate and/or address the effects of climate change and other risks.

    Duties and Responsibilities

    The Project M&E and Implementation Analyst will support the effective delivery of the project by ensuring systematic monitoring of activities, tracking progress against results, and strengthening reporting and learning. The role will also provide implementation oversight and ensure that activities are carried out in line with UNDP and donor requirements. The key duties and responsibilities will include:

    Monitoring, Evaluation & Learning

    • Develop, maintain, and strengthen the project’s Monitoring & Evaluation (M&E) framework: indicators, targets, milestones, means of verification.
    • Ensure alignment of project indicators with programme outcomes, donor requirements, and UNDP policies.
    • Design data collection tools, templates, methodologies (qualitative & quantitative)
    • Conduct regular data quality assessments (DQAs), validation of data and means of verification.
    • Collect, clean, analyze data to assess project performance; produce dashboards, trend analyses, and visualization of key indicators.
    • Support baseline, midline, endline evaluations / surveys, as required.
    • Oversee evaluation / assessment exercises: drafting TORs, liaising with evaluators / consultants, reviewing reports, ensuring follow-up of recommendations.
    • Build capacity of project staff, implementing partners, and relevant stakeholders on M&E tools, data collection, reporting, quality assurance.

    Implementation Support

    • Monitor the implementation of project activities in the field: progress vs work plans, quality of implementation, timeliness.
    • Assist Project Manager in preparing work plans / revisions, implementation schedules, and ensuring their operationalization.
    • Identify implementation bottlenecks, risk factors, and propose corrective actions or mitigation measures.
    • Support implementing partners in complying with project implementation standards, documentation, data collection/reporting.
    • Facilitate coordination between programme, operational, and field teams to ensure implementation fidelity.
    • Develop guidelines, SOPs, tools/manuals for consistent implementation and monitoring.

    Reporting & Communication

    • Prepare periodic reports (monthly, quarterly, annual) to Project Manager, donor, UNDP etc., integrating both results/data and narrative analysis.
    • Support the communication of results: presentations, infographics, internal briefings, donor updates
    • Ensure accuracy, integrity, and reliability of project data and reporting.
    • Maintain documentation (including data archives), ensure proper filing and management of records.

    Other Related Tasks

    • Support project-level planning (annual / quarterly work plans) in collaboration with finance/admin where relevant.
    • Participate in internal / external audits or reviews as needed (providing M&E data, evidence)

    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements
  • Education:

    • Advanced university degree (master's degree or equivalent) in Economics, Public Policy, Research, Public Administration, Social Sciences or related fields is required, or
    • A first-level university degree (bachelor’s degree) in Economics, Public Policy, Social Sciences, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

    Experience:

    • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in M&E, programme and/or team management working with multiple stakeholders is required.

    Desired skills

    • Knowledge and experience of working on developing and/or implementing M&E frameworks.
    • Experience in the use of computers, office software packages (MS Word, Excel, etc.).
    • Experience in designing monitoring and evaluation systems and designing development projects.
    • Proven experience working with quantitative and qualitative data.
    • Experience in designing, implementing and/or managing multi-donor activities.
    • Experience with UN organizations/USAID funded programms/projects at the local or international level.
    • Experience conducting applied research projects and reporting on findings.
    • Experience of working with the KP Government.

    Required Language

    • Fluency in Urdu and English is required.
