  • This position is part of the "Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Buner and Shangla Districts" project, funded by the Green Climate Fund (GCF) through the United Nations World Food Programme (WFP) as the Accredited Entity, with Muslim Hands as the implementing partner. The project aims to increase the adaptive capacity of vulnerable communities through local adaptation planning and diversified livelihoods.

    The MEAL & Reporting Officer (Female) will be responsible for the design, coordination, and implementation of the monitoring, evaluation, accountability, and learning (MEAL) framework for Component 2 of the project, with a specific focus on ensuring gender-responsive and inclusive data collection, meaningful engagement with women and marginalized groups, and accountability to affected populations. This includes developing robust M&E systems, tracking progress against the project's logical framework, ensuring data quality, facilitating learning, and ensuring accountability to affected populations. The role requires frequent visits to villages in Buner District to conduct field-level monitoring, verify data quality, facilitate community feedback mechanisms, and ensure that the voices of women and vulnerable groups are systematically captured and reflected in project reporting.

    The role is critical for providing the evidence-based data required for WFP's rigorous reporting to the GCF and for guiding adaptive management to enhance project impact.

    The MEAL & Reporting Officer (Female) will be responsible for the design, coordination, and implementation of a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the project, with a deliberate focus on gender responsiveness and inclusion. This role is critical for generating evidence-based data to demonstrate impact to WFP and GCF, ensuring accountability to communities—especially women and marginalized groups—and guiding adaptive management for enhanced project outcomes.

    MEAL System Design and Implementation
    The MEAL & Reporting Officer (Female) will track all project activities and outputs, from the formation of Village Climate Adaptation Forums (VCAFs) to the completion of infrastructure schemes, with particular attention to women's participation and leadership in VCAFs and project activities. She will create and deploy digital data collection tools (e.g., via Kobo Toolbox) for efficient and accurate field-level monitoring, ensuring data is gender-, age-, and disability-disaggregated.

    She will also ensure that MEAL tools and processes are gender-responsive and culturally appropriate, enabling the safe and meaningful participation of women, girls, and marginalized groups in data collection and feedback processes. Additionally, she will support the integration of gender-sensitive indicators into the project's logical framework and MEAL plan, in close coordination with the Project Manager and WFP.

    Monitoring, Data Collection, and Quality Assurance
    The MEAL & Reporting Officer (Female) will conduct frequent monitoring visits to project villages across Buner District (up to 60–70% of time) to verify activity implementation, track progress against targets, and assess the quality of outputs, such as the functionality of VCAFs, the quality of training delivered (including women's participation), and the standard of infrastructure construction. She will lead the design, planning, and execution of all major surveys and assessments, including the baseline, mid-term outcome surveys, and endline assessment, in close coordination with WFP, ensuring gender-balanced sampling and women's active participation.

    She will implement rigorous data quality assurance processes, including random spot-checks and validation exercises, to ensure the integrity and reliability of all data collected by the project team and partners, with specific attention to data collected from women and marginalized groups.

    She will establish and maintain a systematic Means of Verification (MoV) library for all project indicators, ensuring all reported data is backed by signed attendance sheets (disaggregated by sex, age, and disability), completion certificates, assessment reports, and photographic evidence. She will also conduct household-level monitoring visits to assess the impact of livelihood interventions on women and vulnerable households, ensuring their perspectives are systematically documented.

    Evaluation and Impact Measurement
    The MEAL & Reporting Officer (Female) will track and report on progress against all log frame indicators, including those related to community capacity, livelihood diversification, increased green cover, and enhanced resilience through infrastructure, with specific attention to gender-differentiated outcomes. She will support any independent or WFP-led evaluations by providing necessary data, facilitating field access, and assisting in the management of the process, including ensuring women's access to evaluation teams and safe participation.

    She will analyze monitoring and evaluation data to measure project impact, identify trends, and provide actionable recommendations to the Project Manager for programmatic adjustments, with a focus on gender equality and social inclusion outcomes.

    Accountability to Affected Populations (AAP)
    The MEAL & Reporting Officer (Female) will establish, manage, and actively promote the project's Complaints and Feedback Mechanism (CFM) across all target communities in Buner, ensuring information is accessible to all, including women, girls, persons with disabilities, and marginalized groups. She will ensure the CFM is gender-sensitive and safe, providing multiple channels (e.g., in-person, phone, community meetings) for women to provide feedback and lodge complaints confidentially.

    She will maintain a confidential and comprehensive CFM register, ensuring all complaints and feedback are logged, acknowledged, and addressed in a timely and respectful manner.

    She will produce regular CFM reports with analysis and recommendations for the project team to improve transparency, inclusivity, and community satisfaction, with specific attention to feedback from women and marginalized groups.

    She will also ensure project visibility and beneficiary selection criteria are clearly communicated and displayed in all project locations, with specific outreach to women's spaces and community networks.

    Learning, Knowledge Management, and Reporting
    The MEAL & Reporting Officer (Female) will systematically document and disseminate lessons learned, success stories, and best practices (minimum of two per reporting period) related to all project components, from adaptation planning to livelihood interventions, with a specific focus on women's leadership, gender-responsive adaptation, and inclusive livelihood interventions.

    She will organize and facilitate regular learning review workshops with the project team and stakeholders to reflect on monitoring data, discuss challenges, and integrate learning into future work plans, ensuring women's voices and perspectives are represented.

    She will lead the compilation and analysis of MEAL data for the preparation of high-quality, evidence-based reports for WFP, including monthly updates, quarterly narrative reports, and annual reports. She will also ensure all reporting incorporates updates on Environmental and Social Safeguards (ESS) compliance, gender-disaggregated results, and progress on gender equality and social inclusion commitments.

    Capacity Building and Team Support
    The MEAL & Reporting Officer (Female) will train and build the capacity of project staff, especially Social Mobilizers (including female Social Mobilizers), on MEAL tools, data collection methods, and the effective use of the CFM, with a focus on gender-responsive data collection techniques.

    She will provide ongoing technical support and supervision to field staff to ensure consistent and accurate data collection and entry, particularly regarding sex, age, and disability disaggregation.

    She will work closely with the Training Coordinator to monitor the effectiveness of capacity-building activities through pre- and post-training assessments and follow-up surveys, with specific attention to training outcomes for women participants.

    She will also support the mentorship and capacity strengthening of female community members (e.g., VCAF members) in understanding and using MEAL tools and feedback mechanisms.

Requirements
    • The candidate must hold a Master's degree in Social Sciences, Development Studies, Statistics, Economics, Gender Studies, or a related field.
    • She must have a minimum of 5 years' experience in M&E in development/humanitarian projects, preferably in climate resilience, DRR/DRM, livelihoods, or gender-focused programming. She must possess a strong understanding of project cycle management, logframe approach, and participatory M&E, including gender-responsive and inclusive MEAL practices.
    • She must have proven experience in conducting surveys (baseline, outcome, endline) and facilitating workshops, with demonstrated ability to engage women and marginalized groups in data collection processes.
    • She must have excellent data analysis and reporting skills, with proficiency in MS Excel, Kobo, SPSS, or similar tools. She must have strong interpersonal, facilitation, and coordination skills, with the ability to work effectively with diverse communities and stakeholders.
    • Fluency in Urdu and English is required; proficiency in Pashto/local languages is highly desirable. She must demonstrate a commitment to gender equality, women's empowerment, and social inclusion. Experience working in Buner District or Khyber Pakhtunkhwa province is an asset.
    • Willingness and ability to travel frequently to remote villages across Buner District, including overnight stays as required, is essential.
