  • The "Integrated Climate Risk Management for Strengthened Resilience to Climate Change" project is funded by the Green Climate Fund (GCF) through the United Nations World Food Programme (WFP) as the Accredited Entity, with Muslim Hands as the Implementing Partner. Component 2 ("Increased Climate Resilience through Local Adaptation Plans and Diversified Livelihoods") aims to strengthen the adaptive capacity of vulnerable communities—particularly women, persons with disabilities, and other marginalized groups—through community-based adaptation planning, climate-resilient livelihoods, and knowledge transfer
    Social Mobilizers will serve as the frontline agents for community engagement, mobilization, and the facilitation of participatory processes. They are crucial for ensuring community ownership, forming and strengthening village committees, and supporting the development and implementation of locally-led adaptation actions.

    1. Community Mobilization and Forum Establishment:

    • Conduct extensive door-to-door outreach and community dialogues to introduce the project, build trust, and ensure inclusive participation from all segments of the community, with a special focus on women, persons with disabilities, and other marginalized groups.
    • Facilitate the activation, formation, and regular meetings of inclusive Village Climate Adaptation Forums (VCAFs) and Village Council/UC-level Climate Adaptation Forums (VCCAFs/UCAFs).
    • Support these forums in developing their Terms of Reference (ToRs) for governance, search and rescue, and the dissemination of early warnings.
    • Identify and engage community volunteers, linking them with Rescue 1122 and ensuring they are equipped with emergency response toolkits.

    Facilitation of Climate Risk Assessments and Adaptation Planning:

    • Lead the facilitation of participatory Multi-Hazard Community-Based Climate Risk & Vulnerability Assessments (MH-CCRVA) at the village and UC levels.
    • Guide communities through the process of co-developing their Local Climate Change Adaptation Plans (LCCAPs) based on the assessment findings.
    • Organize and support the validation workshops for these plans with wider community representatives and local authorities.
    • Assist in the display of finalized adaptation plans and hazard maps on metal signboards in each target village.

    3. Awareness Raising and Capacity Building:

    • Conduct regular community awareness sessions on climate change, climate risks, and adaptation strategies using participatory methods.
    • Organize and facilitate interactive theater performances, games, and sports events twice a year in all target villages to disseminate key messages.
    • Support the development and dissemination of climate risk messages in local languages through print and digital media.
    • Facilitate the development of school-level disaster preparedness plans and conduct awareness-raising events in primary and secondary schools.

    4. Support for Livelihoods and Climate-Smart Initiatives:

    • Mobilize and register participants for Climate-Smart Village trainings, Farmer Field Schools, and vocational skills development programs.
    • Support the demonstration of climate-smart practices, such as off-season vegetable gardening and the establishment of crop improvement plots and seed banks.
    • Assist in community mobilization for nature-based solution activities, such as afforestation drives, and the construction of check dams and irrigation channels.
    • Identify and encourage potential trainees, especially women and youth, to participate in market-oriented skills training, bootcamps, and employer-led placement programs.

    5. Data Collection, Reporting, and Accountability:

    • Conduct detailed household-level beneficiary profiling and registration, strictly adhering to the project's vulnerability and inclusion criteria.
    • Maintain meticulous field records, including meeting minutes, attendance sheets with signatures/thumbprints, and pre-/post-training assessments.
    • Collect and submit accurate monitoring data and assist the M&E Officer in gathering case studies, success stories, and conducting baseline/endline surveys.
    • Ensure WFP and GCF visibility materials are correctly displayed at all project sites and community events.
    • Prepare and submit timely weekly and monthly field activity reports to the Project Manager.

    6. Stakeholder Linkages and Safeguarding:

    • Act as a key liaison between community groups, project staff, and relevant government line departments (e.g., Social Welfare for registration, On-Farm Water Management for infrastructure handover).
    • Proactively promote the project’s Complaints and Feedback Mechanism (CFM), ensuring all community members are aware of how to safely report concerns.
    • Uphold and integrate safeguarding, PSEA, gender equality, and disability inclusion principles in all field activities.
    • Immediately report any protection or safeguarding concerns through the official channels, maintaining strict confidentiality.
Requirements
    • Qualifications & Experience
      Education: Minimum Bachelor’s degree in Social Sciences, Agriculture, Livestock, DRR, Development Studies, or related field.
    • Experience: At least 2–3 years of relevant experience in community mobilization and training delivery, preferably in climate resilience, livelihoods, or DRR/DRM projects.

    Skills & Competencies:

    • Strong facilitation and community engagement skills.
    • Good knowledge of participatory approaches and adult learning techniques.
    • Proficiency in Pashto (mandatory) and other local languages (an asset).
    • Experience working in Upper Dir or similar cultural contexts.
    • Good report-writing and basic computer skills.
