This role is part of the "Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Buner and Shangla Districts" project, funded by the Green Climate Fund (GCF) through the United Nations World Food Programme (WFP) as the Accredited Entity, with Muslim Hands as the implementing partner.
Component 2 of the project focuses on increasing climate resilience through local adaptation plans and diversified livelihoods. A central pillar of this component is building the long-term capacity of communities, community-based organizations, and local stakeholders, with a particular emphasis on ensuring that women representatives of village committees and female community members are equipped with the knowledge and skills necessary to participate meaningfully in climate change adaptation and local governance.
The Female Trainer – Community Capacity Building (Climate Change) will be responsible for coordinating governance structure trainings for female participants and representatives of village committee members, ensuring these trainings are delivered effectively by consultants, and subsequently developing shorter, simplified versions of the training content for replication in each village among the whole village committee.
The Female Trainer – Community Capacity Building (Climate Change) will be responsible for the coordination, adaptation, and replication of governance structure trainings for female participants and village committee members under the project. This role is central to ensuring that climate change capacity-building interventions reach women representatives and are effectively cascaded to all village committee members across target communities in Shangla District.
Coordination of Governance Structure Trainings for Female Participants
The Female Trainer will coordinate all governance structure training sessions organized for female participants, including female representatives of village committees and female community members. She will liaise closely with the Training Coordinator and Project Manager to ensure that training schedules, venues, participant lists, and logistics are properly organized, with particular attention to cultural sensitivities and the safe, dignified participation of women.
She will ensure that all female participants are mobilized effectively through female Social Mobilizers and community networks, and that attendance records, pre- and post-training assessments, and participant profiles are accurately maintained for each session. She will also ensure that training environments are inclusive, accessible, and conducive to the active participation of women, including those from marginalized and vulnerable groups.
Support to Consultant-Led Trainings
The Female Trainer will work closely with external consultants engaged to deliver governance structure trainings on climate change adaptation, local governance, advocacy, and community-based planning. She will support the consultants in contextualizing training content to the local context of Shangla District, ensuring that materials are gender-responsive, culturally appropriate, and available in local languages where required.
She will coordinate all logistical and administrative arrangements for consultant-led trainings, including venue booking, participant invitations, material preparation, and refreshments, ensuring compliance with project and donor guidelines. She will also document the full training content delivered by consultants, including presentations, session plans, exercises, and reference materials, to serve as the basis for developing shorter, simplified versions for community-level replication.
Development of Simplified Training Modules
Following each consultant-led training, the Female Trainer will be responsible for developing shorter, simplified, and easy-to-understand versions of the training content, tailored to the literacy levels and learning needs of village committee members.
She will work closely with the Training Coordinator and MEAL & Reporting Officer to ensure that these simplified modules retain the core technical content while being accessible and practical for community-level delivery. She will develop supporting materials such as pictorial guides, flipcharts, and handouts in local languages to facilitate understanding and retention. These simplified modules will be reviewed and approved by the Training Coordinator and Project Manager before replication at the village level.
Replication of Trainings at Village Level
The Female Trainer will be responsible for replicating the simplified governance structure trainings in each target village, reaching the whole village committee, as appropriate and culturally acceptable.
She will organize and facilitate these village-level training sessions in close coordination with Social Mobilizers, Village Climate Adaptation Forums (VCAFs), and community leaders. She will ensure that training sessions are scheduled at times and locations convenient for community members, with separate or adapted arrangements for female participants where required.
She will track the reach and coverage of replication trainings, ensuring that all target villages and committee members are covered within the project timeline, and will maintain detailed records of each session, including attendance sheets disaggregated by sex, age, and disability, session reports, and photographic evidence.
Quality Assurance, Monitoring, and Reporting
The Female Trainer will implement quality assurance measures for all training activities under her responsibility, including pre- and post-training knowledge assessments, participant satisfaction surveys, and spot-checks during delivery. She will conduct follow-up visits to villages to assess the application of learned skills and provide coaching and refresher support to village committee members as needed. She will maintain a comprehensive database of all training activities, including participant profiles, attendance records, assessment results, and completion reports, and will analyze training effectiveness data to continuously improve content and methodology.
She will contribute high-quality inputs on capacity-building progress, successes, and challenges to project reports for WFP, including capturing and documenting lessons learned and success stories related to women's participation in governance and climate change adaptation.
Coordination, Integration, and Sustainability
The Female Trainer will work closely with the Training Coordinator, MEAL & Reporting Officer, and Project Manager to ensure all training activities are fully integrated into the project work plan and aligned with the M&E framework. She will coordinate with technical specialists and line departments as required to ensure training content is technically sound and supports the sustainability of project outcomes.
She will liaise with female Social Mobilizers and community-based organizations to ensure the continued engagement of female village committee members beyond the project period. She will also support the documentation and archiving of all training materials and records for reporting, audits, and organizational learning, and will represent the project in relevant district-level forums and stakeholder engagements as requested.
The candidate must hold a Master's or Bachelor's degree in Social Sciences, Development Studies, Environmental Sciences, Climate Change, Agriculture, Disaster Management, Education, or a related field.
She must have at least 3–5 years' relevant experience in community capacity building, training coordination, climate change adaptation, governance, or DRR programming, preferably in Khyber Pakhtunkhwa or similar contexts. She must have proven experience in coordinating and facilitating training sessions for community members, particularly women, and in developing simplified training materials for low-literacy audiences.
She must have a strong understanding of local governance structures, community mobilization approaches, and gender-responsive capacity-building practices. She must have excellent coordination, facilitation, and communication skills, with the ability to work effectively with consultants, community leaders, and female community members. Fluency in Urdu and English is required; proficiency in Pashto/local languages is highly desirable.
She must demonstrate a commitment to gender equality, women's empowerment, and social inclusion. Experience working in Shangla District or Khyber Pakhtunkhwa province is an asset. Willingness and ability to travel frequently to remote villages across Shangla District, including overnight stays as required, is essential.

Cultural sensitivity and understanding of local gender dynamics in Khyber Pakhtunkhwa are essential. The ability to work in remote and challenging field conditions is required.
