Conduct detailed hydrogeological surveys, technical feasibility analyses, and environmental assessments for all approved Community Action Plan schemes, including solar-powered boreholes and distribution networks.
Directly supervise the construction, rehabilitation, and structural quality of street pavements, solar-powered boreholes, open/covered drains, culverts, solar lights, and communal spaces.
Actively manage and monitor vendors and contractors on-site to ensure strict compliance with architectural designs, Bill of Quantities, timeline milestones, and occupational safety protocols.
Oversee the structural upgrade of non-functional boreholes to eco-friendly, solar-powered energy designs that minimize groundwater stress.
Conduct technical site mapping and supervise the engineering construction of solid waste collection points and disposal pits, ensuring layouts prevent any seasonal flood path or water-source contamination.
Coordinate physical, chemical, and biological water quality testing at targeted sources, advising on precise treatment recommendations according to national and Sphere standards.
Utilize user-friendly check-sheets to verify the durability and standard of incoming civil construction supplies, pipeline accessories, and solar hardware.
Conduct detailed post-completion inspections alongside government/ Donor engineers, Tehsil Municipal Administrations, and community focal points prior to the execution of formal handover agreements.
Or another task assigned by the manager.
Requirements
Required Qualification
Bachelor’s Degree B.E in Civil Engineering or DAE, Water Resources Engineering, Environmental Engineering, or a highly relevant discipline from an HEC-recognized university.
Registration with the Pakistan Engineering Council is highly preferred.
Professional Experience
Minimum of 3 to 5 years of proven professional field experience working as a WASH Engineer, Site Supervisor, or Civil Engineer within humanitarian or community development frameworks (experience in international NGO or UN-funded environments is a major asset). Preferably within an INGO or UN-funded infrastructure or relevant project environment in Baluchistan.
Demonstrated experience in implementing solar-powered drinking water supply schemes (DWSS), overhead storage reservoirs, and water distribution networks.
Proven background executing public infrastructure work such as paved pathways, drainage channels, culverts, and waste-disposal facilities.
Hands-on experience conducting community-inclusive technical sitings, land diligence tasks, and working with community action groups.
Core Skills & Competencies
Knowledge in structural design, drafting BoQs, verifying engineering estimates, and utilizing technical monitoring checklists.
Solid capacity to interface, align designs, and coordinate approvals with line departments.
Strict eye for workmanship quality, building materials testing, and executing environmental and occupational safety protocols on-site.
Strong skill in delivering practical technical orientations and training community maintenance teams on operational troubleshooting, preventative maintenance, and minor plumbing/mechanical repairs.
Excellent interpersonal and mobilization skills, with fluency in Pashto and Urdu, along with deep respect for the social norms and cultural values of target districts in Baluchistan.
