Helvetas is seeking an experienced Monitoring & Evaluation Expert to strengthen M&E systems across Pakistan's TVET sector under the TVET Sector Support Programme.

If you build M&E systems that turn field data into decisions and you know the TVET landscape - this is a chance to shape how an entire sector measures what works.

What you'll do

• Design and implement data collection and M&E tools aligned with the approved M&E Framework and TVET partner requirements
• Consolidate institute and programme data from public and private sector partners into a unified data collection tool
• Refine KPIs and identify relevant data sources, collection intervals, and responsible institutions
• Conduct monitoring visits, document activities, and feed data into the KPI matrix
• Liaise with TVET SSP monitoring focal points and submit data regularly, ensuring quality against defined requirements
• Design and conduct tracer studies for employability assessment from conceptualization through data analysis
• Design and conduct employers' satisfaction surveys
• Design and conduct capacity assessments and labour market assessments in the TVET sector
• Provide technical input to public and private sector institutions for M&E implementation
• Build the M&E capacity of personnel in partner organizations
• Facilitate the development of data-based recommendations for TVET management

Position details

Location: Pakistan - flexible base (Islamabad / Peshawar), no fixed office

Travel: Regular field travel required for monitoring visits

Programme: TVET Sector Support Programme (TVET SSP)

Deadline: 4 August 2026

Education: Master's degree in Statistics, Economics, Business Administration, or a related social science field (e.g. Sociology, Development Studies, Public Policy) with a strong M&E foundation

General experience: 7+ years in Monitoring & Evaluation and partner capacity development

Specific experience: 2+ years designing and implementing M&E systems in the TVET sector (monitoring, evaluation, surveys, assessments)

Country experience: 3+ years of professional experience in Pakistan

Language: English proficiency at C1 level (CEFR)
