Who Can Apply? (Eligibility Criteria)
Applicants must meet all of the following requirements:
- Target Group: Must be a Muslim widow or a double-parent orphan (parentless child).
- Zakat Eligibility: Must be needy, poor, and eligible to receive Zakat under Islamic Shariah rules.
- Exclusions: Must not be a government servant, pensioner, or classified as Sahib-e-Nisab.
- No Double-Dipping: Must not be receiving parallel regular financial aid from other ongoing Government of Punjab schemes.
- Beggary Clause: Must not be a habitual beggar.

1. Register on PSER / NADRA Database:
Verify your record in the Punjab Socio-Economic Registry (PSER) database (pser.punjab.gov.pk). Unregistered applicants will undergo verification via NADRA.
2. Submit Application Online:
Apply via the official CM Punjab Rahmat Card Web Portal (rahmatcard.punjab.gov.pk), download the CM Punjab Rahmat Card Mobile App, or call the official helpline at 1077.
3. Proxy Means Test & Verification:
The Zakat & Ushr Department evaluates submissions using District Zakat Committee quotas and the PSER Proxy Means Test (PMT) score to confirm eligibility.
4. Grant Disbursal:
Approved applicants receive an official confirmation SMS and can collect their funds via verified digital wallet accounts.
